 I agree it's something that WordPress ''can'' consider independently of
 the library but the first step should be to find out if it's a design
 decision or a bug in the upstream library.

 If it's a Twemoji design decision, then WordPress can make a different
 one. If it's a bug then it's better to follow open-source principals and
 contribute the fix upstream so all users of the package can take advantage
 of the update.
