 Per @desrosj's suggestion in
 https://core.trac.wordpress.org/ticket/64634#comment:2, noting that #64634
 (updating PHPCompatibilityWP to 3.0.0-alpha2) is blocked by this ticket.
 The new PHPCompatibility version surfaces new
 `NewHTMLEntitiesFlagsDefault.NotSet` violations. Rather than excluding the
 sniff, the plan is to wait for a decision here on how to handle the
 default flags change before proceeding with the update.
