Comment:

 Reopening this for tracking purposes because it seems like there are still
 some questions/disagreements, so I'm unclear as to whether this is
 actually completed/`fixed`.

 [61864] fixed an edge case where the editor became unusable when the
 `wp_enable_real_time_collaboration` option was missing from the database.
 However, if the option goes missing for some other reason, then that edge
 case still occurs. There is some further discussion on the other ticket,
 so I'll leave that on #64824.
