 I disagree. People who already have the beta install will now NOT have RTC
 on by default, so we lose a lot of testing. I don't get your concern at
 all. Why are we optimizing for avoiding a negation? Additionally you're
 now requiring an upgrade to run whereas before we didn't. So you're also
 optimizing for avoiding a negation rather than optimizing for avoiding the
 user having to run an upgrade and additional testing?

 Also @dd32 suggested using the second parameter of get_option to set the
 default rather than an upgrade.
