 Thanks for working on this.

 > Item one isn't a concern as it's a new feature so it's not possible for
 users of production software to have the RTC option set to zero.

 If our goal is wider testing, it's unfortunate that users of previous WP
 7.0 beta releases may continue to have the RTC option set to zero.
