 To visualize what I had in mind in my [comment:24 comment], see
 [attachment:"search-admin-bar-item-in-admin.mp4"]. This is the existing
 admin menu item which is already added to the toolbar on the frontend via
 `wp_admin_bar_search_menu()`. It's just that here it doesn't short-circuit
 if `is_admin()`, and in place of showing the search input field on focus
 it shows the command palette instead.
