 I'm mainly trying to address some bugs reported for the new client side
 media feature. Especially Rich Text Boxes / TinyMCE in meta boxes/ACF.

 The non-Gutenberg editor guard is a separate fix and I can break it out to
 a separate PR if desired.

 That said, I trust the lead's decision and we can ship this in a 7.0.1 if
 needed. I am separately working on implementing this same change in
 Gutenberg.
