Comment:

 Thanks for the suggestion! This is actually already handled by WordPress
 core and the API. Translation and language-pack updates auto-install by
 default and don’t wait for a plugin/theme/core update.

 The behavior is independent of the plugin/theme auto-update toggles; it
 only stops if background updates are disabled wholesale
 (DISALLOW_FILE_MODS, AUTOMATIC_UPDATER_DISABLED, VCS checkout, or no
 working cron).
