 I submitted https://github.com/SteelWagstaff/wordpress-develop/pull/1 to
 update the media caption shortcode tests for the current behavior in PR
 11940.

 The media test suite now passes locally:

 `npm run test:php -- tests/phpunit/tests/media.php`

 Result:

 `Tests: 326, Assertions: 999, Skipped: 1.`
