 is failing] on the new step because of a network issue when running `npm
 install`. GitHub’s log shows `ECONNRESET`.

 Might be good to monitor the ratio of flakey test failures and if this is
 a coincidental fluke or if the new network dependencies are going to make
 a notable impact.
