 I should note as well that this has basically trashed my ability to
 develop on Core without multiple minutes of lag between every change. I
 never had to run `npm run dev` before, but now I have to or else WordPress
 crashes with the message to build the files.

 This is unacceptable IMO and a huge show of disregard to existing
 workflows. Was this patch tested? Following the steps that now nag me on
 every page load, everything fails. This is so overwhelming and
 discouraging. It used to be that //rarely// when I had to rebuild the JS
 files, it would work after running `npm run build` but now there’s some
 circus of delay and failure that seems to require multiple invocations of
 random runs of `npm run build`, `npm run dev`, and `npm run watch`,
 delays, and prayers of all kinds that //this time// WordPress will run.

 Can we revert this in its entirety until the major issues are worked out?
