 In the comment list table, notes should not be displayed under any
 circumstances. However, I discovered that notes are displayed
 unintentionally when the value of the `comment_type` argument is `all`.

 == Steps to reproduce

 - Create a post.
 - Insert a block and add a note to the block.
 - Access `http://localhost:8889/wp-admin/edit-
 comments.php?comment_type=all`.
