 3073, a `continue` statement is used within the `switch` block.

 There is indeed a `foreach` loop starting at line 3018, however there is
 no `continue` statement at [source:tags/6.9/src/wp-
 admin/includes/upgrade.php?marks=3071-3075#L3070 line 3073], or anywhere
 within that `switch` statement. It appears that the code on your site may
 have been edited and includes custom modifications.
