[58927] added a class to style the Remove Site Icon button with red text
and a transparent border. However, the `remove-site-icon` class is not
added to the button unless the icon is set before the page loads. When
selecting an image for the first time, the button retains the default
 `button-secondary` style.

Also, WordPress 7.0 increases the button size by 5 or 6 pixels in each
direction. The extra clickable space is unfriendly with a transparent
 border. [https://www.w3.org/WAI/WCAG22/Understanding/non-text-
contrast.html#boundaries WCAG documentation] recommends to delineate the
boundary of controls (but Success Criterion 1.4.11 does not //require//
 the border).
