Comment:

 Duplicate of #45186.

 This is an old issue, not introduced in 7.0. See [attachment:"wp68-admin-
 notice-layout-shift.mov"] for the issue in WP 6.8 with Slow 4G throttling
 enabled.

 The issue is the notice is not printed in the right place, and then the
 following JS logic moves it into place:

 This has long bugged me.
