@peterwilsoncc You’re right. I can reproduce the spinner overflow issue on
the plugin install screen as well.
As @joedolson mentioned, this was introduced in changeset
[https://core.trac.wordpress.org/changeset/61729 61729]. Also, the current
[https://github.com/WordPress/wordpress-develop/pull/11020 PR 11020] only
addresses the theme install spinner issue, not the plugin install spinner.
We’ll likely need to update the existing PR to include the plugin spinner
fix as well, or open a separate ticket/PR specifically for the plugin
install screen issue.
