 We would like to have a single config option to communicate to both
 WordPress Core and Plugins that we don't want any LLM related features to
 be enabled.

 Plugins can't be forced to respect this preference. But if it doesn't
 exist then they also won't respect it.

 LLM's are not uncontroversial and not everyone wants affordances for these
 systems in their site software.
 Being able to simply disable it with one setting will be very useful.
