 1. Installed a fresh WordPress 7.0-beta1.
 2. Logged in to the WordPress admin dashboard.
 3. Navigated to Dashboard → Home.
 4. Observed the Welcome banner alignment issue.
 5. Applied PR.
 6. Refreshed the dashboard and verified alignment.
 7. ✅ Patch is solving the problem

 === Expected result
 * The “Dismiss” text and the close (“X”) icon should be vertically
 centered within the welcome banner.
 * Both elements should align consistently with each other.
