 WordPress version: 7.0
 Environment: Tested on a clean install with default theme (Twenty Twenty-
 Five) and no active plugins

 Steps to Reproduce

 Go to Appearance → Theme File Editor

 Open any theme file, for example style.css

 Observe the “Did you know?” notice displayed above the editor

 Expected Result

 The notice should use the standard WordPress admin notice styling,
 including a white background consistent with other default admin notices.

 Actual Result

 The notice appears without the white background styling. It blends into
 the page background instead of appearing as a standard admin notice box.

 Additional Notes

 This was previously displayed with a white background.

 The issue occurs with all plugins deactivated.

 Tested with a default WordPress theme.

 No custom admin CSS added.

 This appears to be a regression or styling inconsistency specific to the
 Theme File Editor screen.
