 === Steps taken
 1. Install and activate Twenty Nineteen theme
 2. Create a new post
 3. Add a `Group` block
 4. Insert a `Paragraph` block into the `Group`
 5. Add some random text
 6. Select `Group` and test changing text color. Confirm that it works as
 expected.
 7. Choose background and change background color. Confirm that it works as
 expected.
 8. Choose text color again and try changing. It doesn't change. (See
 screencast below)
 9. Apply patch and repeat steps 2-8
 10. ❌ Patch is failing to fix the issue. (See screencast below)

 === Expected result
 - I was expecting to be able to change the text color after choosing a
 background color. But even after the patch I can't change text color once
 I set a background color.

 === Additional Notes
 - Please advise if I understood the test steps incorrectly as
 @harshgajipara and @shailu25 reported that patch solved the issue for
 them.
