 Status report:

 - I opened #64623 to prevent data loss on Settings pages.
 - [58021] removed `target="_blank"` from data eraser links.
 - [58820] removed `target="_blank"` from the link to documentation about
 ​setting the environment type for applications passwords.
 - [61597] added the external icon as a visual indicator for links that
 open in a new tab (for the alt decision tree).

 I should open another ticket or two for adding indicators to other links
 that open in a new/preview tab. (The plugin details modal could have its
