 I think I'd say that this was consistent with tabpanels at the time it was
 added, but there are now a lot of tabpanels inside the block editor, and
 they all consistently work as a single tab stop with arrow key navigation.

 It makes sense to me to switch this at this point, for broader
 consistency.
