 to reproduce the issue again with the patch added in the PR -
 https://github.com/WordPress/wordpress-develop/pull/11585

 I have asked help from AI (Claude Sonnet 4.6), it was pretty much good to
 find root cause and explain what was the real issue. After the fix, I
 tried replicating the issue but was not able to and also checked for
 regression but there was none.
