Comment:

 I've reviewed and amended the [https://github.com/WordPress/wordpress-
 develop/pull/11543 core PR]. It's approved by me for commit.

 The companion [https://github.com/WordPress/gutenberg/pull/77214 Gutenberg
 PR] will need to be adjusted based on what gets committed.

 Self-assigning for review and commit. But I'd like to get another
 committer to review this as well since we're in RC-ish.
