 The reported issue seems to have been fixed.

 - I reproduced the underline in WordPress 6.1 with Twenty Twenty-Two 1.3.
 - I did not have the underline when I selected the 'none' option, either
 in the editor or on the front end, with WordPress 7.0-RC2 and the latest
 Twenty Twenty-Two.

 The underline still appears in the `:hover` and `:focus` states. When the
 default is not underlined and someone selects the no-decoration option,
 that suggests a desire to remove decoration from additional states.
 However, I am not sure if //either// the theme or the block should assume
 that intent.
