 I have uploaded a patch that addresses the lack of feedback when an
 invalid URL is entered in the Media Library "Insert from URL" workflow.

 Added a new error notice, this ensures the user isn't left wondering why
 the "Insert" button isn't appearing or why the input is acting
 inconsistently.
