Comment (by apeatling):

 Will `edit_css` be a standalone capability, or does it resolve to
 `unfiltered_html` via `map_meta_cap`? This materially affects whether
 trusted tools and AI agents can operate on hardened hosts without
 implementing questionable workarounds.
