 @pbearne I'm not seeing the issue in my efforts to reproduce. Could you
 check a few things to try and narrow this down:
 - Which commit is your local checkout at?
 - What is the contents of the `gutenberg/.gutenberg-hash` file?
 - In `gutenberg/build/`, does the contents of the `constants.php` file the
 same as what you've shared above?
 - Are you running from `src` or `build`? Can you re-run `npm run
 build:dev` or `npm run build` respectively?
