Changes (by motylanogha):

 * Attachment "52976.2.diff" added.

 Refreshed patch for current trunk. Uses strcasecmp() for case-insensitive
 email comparison in both the activation key reset (line 2550) and email
 change notification (line 2766). 2 unit tests. All 124 user tests pass.
