 After discussion in the accessibility bug scrub, there is no significant
 remaining work on this ticket, and the history of the ticket is now
 creating more problems, due to the amount of reading required to figure
 out the issues.

 @sabernhardt will generate new tickets for any known remaining tasks on
 this ticket, then close it.
