 #6)], `mysqli_get_server_info()` is currently used to determine if
 `utf8mb4` and `utf8mb4_520` is available, it's not ideal, but it works and
 is fast... unfortunately it doesn't work with the requested change, and
 the alternatives suggested so far have their own problems (e.g.
 performance impact; and the different names in use - uca1400_ai_ci,
 utf8mb4_0900_ai_ci, and utf8mb4_unicode_520_ci).
