 Reproduction Report
 ❌ Can't be reproduced.

 I was able to reproduce this issue on WordPress 6.8.2.
 I uploaded the problematic image directly from the Media Library and also
 tried using it as a featured image on a post.
 In both cases, the upload failed or did not complete as expected.
