 @sourabhjain @poojapadamad Just to note, Playground environments don't
 actually support sending emails, which is why you're seeing failures in
 the Email Log plugin. The purpose of this patch is specifically to ensure
 that new user email notifications are properly triggered when a user is
 created via the REST API.
