Comment:

 I was not able to reproduce this in trunk or with WordPress 6.1, using
 Windows Chrome or Firefox.

 Both the `<a class="button">` and the `<button class="button button-
 primary">` are set to `display: inline-block` and `vertical-align:
 baseline`.

 The screenshots seem to indicate that the misalignment happened with
 //WordPress.com//, showing its Classic Dark color scheme. I am unable to
 test the file editor there without subscribing to the Business plan. If it
 still happens with the hosted version, I recommend contacting the
 WordPress.com support.
