I think your proposal are way too complicated to be a simple enhancement.
They are a better fit for a

I'm trying
[https://core.trac.wordpress.org/ticket/63931?replyto=22#comment:20 to
keep this as simple as possible] to be a simple enhancement patch.
But if you want to dream big with all those syndicated comments and new
post types for comments, consider applying for a Feature Plugin. Be aware,
that regardless of the direction it takes, it could always be improvement.
But I think we should make a smaller fix first before dreaming big.
