 @johan11989 This can happen if the display of comments has been removed
 without disabling the submission of comments on the Settings > Discussions
 page and in each post, page, etc.

 Spammers don't use the form on each page to submit comments, they just
 post directly to the comment submission endpoint with random post IDs.

 For your use case, I suggest you install the
 [https://wordpress.org/plugins/turn-comments-off/ Turn Comments Off
 plugin], which will ensure they can't be submitted and hide the comment
 settings.

 I've confirmed turning off comments prevents submission so I'll close this
 ticket as works for me.
