Comment:

 There have been a couple of changes in the past few years.

 > If it's not possible at least load heartbeat related files at the end of
 a page load (footer). With query monitor I noticed these ajax calls are
 loaded first before anything else.

 The heartbeat javascript is not running in the header anymore

 Given that this report has not had much traction or similar reports came
 in, for the past few years, it seems that its a too niche improvement to
 be implemented, more likely to be content for a plugin than part of core.
 You can disable `heartbeat.js` per CPT with some code though.
