 agreed @jonsurrell we should make the Tag Processor consistent. I don’t
 know what that implicates for these specific instances.

 I propose we focus this ticket on updating the Interactivity API calling
 code, which is actually where the bug is in place, since the HTML API is
 weirdly upholding its contract, even if in an unexpected way.
