 @sabernhardt I don't meant to force `wp-block-library-theme` to be
 included, but rather find a way to opt in to loading specific block styles
 on demand without also adding that unwanted stylesheet. The whole point is
 to only enqueued the styles which are wanted, and none that aren't.
