Comment:

 I think that this is working as intended. The Notes panel does close. But
 there is a second, floating interface that persists parallel to the editor
 regardless of the state of the panel. Note the "Notes" header, X icon and
 star icon have disappeared.

 Marking with a `close` suggestion, but confirmation from a few others who
 were more involved with building out and shepherding the feature into the
