 There's an "Activate" notice that is supposed to an appear on template
 save in the editor. You can see an example in this PR:
 https://github.com/WordPress/gutenberg/pull/72285. With the Gutenberg
 plugin, this works fine, but not in core. It's unclear to me right now if
 this is an issue on the PHP or JS side.
