 I have just come across your ticket now, and I have tested setting up
 permalinks as you suggested and this appears to be working within the
 latest releases of WordPress.

 Are you still being afflicted by this issue, and if so are you able to
 provide us with more details about this? Also I wonder if there is
 something different about your setup that could be affecting this? Are you
 able to install the following [https://wordpress.org/plugins/test-reports/
 Test Reports] plugin, and generate a bug report so we can see if there is
 issue is related to a plugin / theme on the site? This will give us a much
 better understanding of what is going on here, and then the community and
 myself can assist you much better here. 😃
