 I'm a little concerned about end users editing stylesheets in the theme-
 editor, especially for users who have previously dismissed the
 `theme_editor_notice` pointer.

 For default themes, their edits will be overwritten each time an update is
 released so I'm wondering if the solution is to prevent users editing the
 stylesheet in the first place and forcing them to use the custom_css
 option.
