Comment:

 Disabling fluid font sizes should be possible already by using
 `theme.json` (see [https://make.wordpress.org/core/2022/10/03/fluid-font-
 sizes-in-wordpress-6-1/ dev note]).

 However, I think you are asking about a UI control, which has a related
 issue on GitHub:
 https://github.com/WordPress/gutenberg/issues/64764
