Comment:

 I'm making an executive decision to close this as wontfix for the
 following reasons.

 1. Changing the ''default'' host name of embeds from `youtube.com` to
 `youtube-nocookie.com` is not possible. It favours privacy at the expense
 of breaking user's expectations of features available in the player, it'll
 break Content Security Policy (CSP) implementations, and it could break
 custom media blocks or code that filters the output of embeds.
 2. `youtube-nocookie.com` URLs aren't supported by the YouTube oEmbed
 endpoint.
 3. This likely doesn't fit [https://wordpress.org/about/philosophy/ the
 80/20 rule], however subjective that may be.
 4. There are plugins available that implement this feature:
    * https://wordpress.org/plugins/no-cookies-for-youtube/
    * https://wordpress.org/plugins/osom-for-youtube/
