Comment:

 Checked out this ticket during a bug scrub with @wildworks.

 We noticed that the patch needs a refresh, and @wildworks noted that
 specific testing instructions would be helpful.

 As I was reading through the ticket, I also wanted to note that, assuming
 the patch does function as expected:

 If a final decision is missing about whether security hardening discussed
 should land, I think it would be okay to go ahead and commit the parts of
 this that help users avoid incidentally choosing insecure settings first.
