 This was solved in Gutenberg
 I don't remember where I also saw this problem

 Basically you can switch if you first set it to Publish and then to Draft
 without saving in between
 This is a very old trait, and I doubt that, considering that Gutenberg is
 dominating right now, anyone would considering pushing this at the moment
 (considering that its simply possible to be accomplished with this
 workaround, not super intuitive)

 Also this ticket has been stalling for 10 years+ so technically not much
 intesterest has brought since then, and I doubt it will bring any more
 interest now. So technically is a `close` candidate for `wontfix`

 If I could find the other ticket, I would have marked this, or the other
 one as duplicate.
