 My work on this ticket here had stalled due to disagreement over whether
 or not this visual update should occur in the first place. After a recent
 core committer meeting where this topic was discussed, I have created
 https://core.trac.wordpress.org/ticket/64308 to track this as part of a
 larger re-skin effort.

 Let's see what feedback that ticket becomes, but my intent is to revisit
 the attached PR after we get some alignment.
