 This feels like a really positive change. Moving the main page title (H1)
 above the “Help” and “Screen Options” tabs makes the flow much more
 natural, especially for keyboard and screen-reader users. It puts the
 actual purpose of the page first, and the extra controls right after,
 which just feels cleaner.
