 This has been resolved, Thanks for the report @revans1.

 This broke roughly two hours ago with a deployment of Gutenberg version
 22.1.0 to the WordPress.org site, I've rolled it back to version 22.0.0
 while I figure out why the shortcodes and other text alterations were not
 applying.

 There were two issues:
  - Shortcodes were not applying, thus you saw `Download WordPress [latest
 version]`
  - Emoji replacement was running on arrows on the page, caused by
 https://github.com/WordPress/wporg-
 parent-2021/commit/9602535d7c590e717a41bb58dfeee314209d4d0b not applying
 to the content.

 I'm marking this ticket as fixed, but am following up with the Editor team
 to figure out what's happening here.
